I am not looking for one to own, its for a story that i'm writing about some Sioux natives that live in a very cold place and they have horses with thick pelts that can withstand the negative degree weather, I just need to know one very durable type of horse, not pony by the way. First good answer will be voted best answer, so answer quick!

Well, first thing is horses do not have pelts they have coats. Most horses can withstand cold temperatures if they are gradually acclimatized to it - allowing them to grow the thick coats that they need. Having said that, some horses (not as a breed but rather individual horses) simply do not grown heavy enough coats to withstand cold temperatures. If your story is about Sioux natives and their horses, initially, and probably your best bet, would be that they have mustangs - they would have got them from the now almost non-existant native mustang horse herds.
