Unfortunately, all of the animals you listed will bite and make a decent amount of noise.
Monkeys will bite and attack people. Even small primates can do serious damage. It's hard to find vet care for them as they are very hard to restrain safely and, if they get a chance to, will stab the doctors and the nurses with their own needles. The permits required to own one are insanely hard to get and primates are great carriers of disease. Most primates carry hepatitis in one form or another, are very prone to rabies and other viruses that are harmful or fatal to people. As primates mature, they become aggressive animals that are hard to control.
Potbellied pigs are actually more intelligent than some primates. They do make loud noises when scared or hurt, but otherwise are actually very quiet animals. They're very clean, cleaner than most dogs and cats actually, but have very specific diet requirements to keep them at a healthy weight. Overweight pigs are prone to severe back and hip problems (they have weak legs compared to other animals and their back can be broken very easily), diabetes and heart problems. Vet care is another problem as well. Most livestock vets don't really see potbellied pigs and most companion animal vets don't have the experience or facilities to treat them. They really do need to be indoor and outdoor animals. Pigs don't sweat and as such need mud to keep their skin healthy.
Small dogs are easier to find than the other two. You can find small dogs at local shelters that need homes and will make some of the best pets you'll ever find. It's easier to find medical care for them and their care is much easier than the other two.
Look into rescuing a small dog. Any animal with teeth has the potential to bite, but small dogs are less likely than the other two to bite you. All animals (except maybe snakes and spiders) will make noise when scared or hurt. Again, dogs make less noise than pigs or primates.
I hope this helps and I don't want to seem harsh, but I've seen what happens when people get a monkey as a pet and discover how difficult they are to care for and have rescued several pigs that people got before they realized they couldn't own them in the city limits or just got tired of it.
