How do you get rabbits to use multi level housing?

I use NIC cages(large, sturdy cages made from storage cubes, zip ties, and waterproof flooring) for my three rabbits. One(my baby boy, who has yet to be fixed) lives alone in a three level condo(2x3x3), and uses all the levels constantly.

But, I have two rescued girls(who I believe are around six now) who currently live in a 4x3 single level cage. I originally had them in a condo, however, they never used anything but the bottom level. I never tried ramps, because I wasn't sure if they would use them, so I just decided to make them a one level cage to avoid the stress.

I got the little boy about 9 months after I got my girls, so I wasn't really planning on using that much space. Now, I want to reduce the amount of floor the cages take up. They will be in the same size cage, but with multiple levels.

So, any ideas? I want to have two cages side-by-side, with my boy's(2x3x3) next to my girls' new cage which would be either 3x3x3 or 2x3x4.

Which dimensions do you think would work best, and how do you think I can get them to use multiple levels?

They're all small rabbits, by the way. The girls are Mini-Rex's(5 pounds a piece, I believe) and my boy is a Holland Lop, and he only weighs about 2 pounds right now.

They don't realize there is a second level and also they may be afraid of it. They will not jump up there. They need a ramp if you want them to use it and it has to have enough head room.

Rabbits are not supposed too climb.there bones are very fragile.i would never use multi level housing for rabbits.
